After Dominican High School, Frank received a BA in Journalism and JD in Law from Marquette University and completed one year of graduate school. He then worked for the Kenosha County Corporation Counsel's Office for over 40 years and just recently retired after being the Department Head for almost 35 years.
Frank started out in Juvenile Court with child abuse cases and then concentrated in the areas of general municipal law, land use law, and collective bargaining. During that time he served six years as a member of the U.S. Coast Guard Reserve and served six years as Town Chairman for Erin Township in Washington County.
Frank and his wife, Dolores, have been married for 23 years. She is a Circuit and Family Court Commissioner in Washington County. They have one daughter, Sarah, who graduated from Dominican in 2008 and who graduated from St. Norbert's College in May of 2012.
